Visa Delays EMV Deadline to April 17, 2021

Charlotte, NC, May 4, 2020 - On Friday May 1, 2020 Visa informed the industry that they will delay the EMV liability shift deadline for automated fuel dispensers (AFDs) from October 1, 2020 to April 17, 2021. The change is in response to letters NACS, PMAA, SIGMA, and NATSO sent to Visa, Mastercard, American Express and Discover expressing a major disruption to the workplace and supply chain amid the coronavirus pandemic.

Last month Visa denied the original request saying they were still monitoring the situation. The associations sent a second letter strongly urging Visa to reassess given the magnitude of the crisis causing increased lead times and lack of technician availability.

The letter stated “The bottom line is many businesses are finding it impossible for them to meet the approaching fall deadline. This is causing additional stress for these businesses at the same time they are worried about their economic survival and the wellbeing of their employees and customers. The EMV liability shift deadline should not be adding to these burdens right now. With that in mind, we strongly urge you to lift the current deadline and wait to set a new date once this crisis has passed.” Visa responded by extending the deadline six months. “We are glad Visa recognized the unequivocal economic impact coronavirus is having on businesses and we hope other major networks will follow suit,” stated Anna Ready Blom, NACS Director of Government Relations.

There has been no response from Mastercard, Express, and Discover about NACS request for a delay.
